BENNETT — After learning the federal Bureau of Justice report and federal consent decree

had forced South Florida Hospital

(SFI) to improve its treatment system for its severely addicted

patients, the state agreed in 2012 to adopt measures to improve that. That led to the

change of rules: South Florida Hospital has changed its license for substance abuse

to allow alcohol treatment to supplement, if need be, more intensive care. And now the city

Council has followed, saying "We're putting in that ordinance to be good neighbors; I can't live with anybody who would

bring that issue back home, period. Not one more."

At issue is Florida Board and Licensure Rules Section 3845F, as the board refers to the rules for drug

offenders. In those proceedings the agency argued Section 3845f applied equally across all three

segments to be issued licenses, meaning a license applied to only someone

who could prove addiction and that that they, were drug involved with serious issues such has

trying. This provision is found under part 1a (License of an Addict) of Section 675(2)(x). Now is when those accused come in. On August 5 the city issued three letters to three groups: drug rehabilitation counselors,
